Allan Rwakakooko is the Head of Legal Services of Umeme Limited, the largest electricity distributor in Uganda, where he is responsible for developing and implementing legal strategy and overseeing legal service delivery.

Prior to joining Umeme he was a partner in Rwakakooko, Owiny, Kakonge & Company Advocates, where he oversaw the energy desk. Before that Allan served as the Legal and Compliance Manager at Capital Markets Authority, where he oversaw the development of the legal and regulatory framework of Uganda’s capital markets, and supervised market participants and the Senior Legal Officer at Uganda Electricity Transmission Company Limited, Uganda’s electricity transmitter, single energy buyer and system operator.

Allan is an advocate of Courts of Judicature of the Republic of Uganda and a Member of the Chartered Institute of Arbitrators. He has over 20 years of legal experience, 12 of which were in the in-house counsel role. He holds a Bachelor of Laws Degree from Makerere University, a Post-Graduate Diploma in Legal Practice (the Bar Course) from the Law Development Centre and an MBA from Heriott Watt Business School, Edinburgh University.
